After President Trump's April 2020 announcement to suspend the green card application process for 60 days in order to protect American jobs, in June 2020, he announced an extension of these restrictions, as well as a suspension of entry with certain visas until the end of fiscal year 2020. The restrictions are described below.

The types of visas subject to the restrictions are "H-1B", "H-2B", "J" and "L". At the present time, the other "B", "E", and "O" visas are not subject to these restrictions. The "H-1B" visa is referred to as a "professional visa" and is strictly based on whether the applicant's degree matches the duties of the position for which he or she is applying, has substantial work experience, and that the duties of the position in the United States are specialized and that his or her university education and work experience are necessary for the position. The "H-2B" visa is for temporary skilled workers and the "J-1" visa is for exchange programs for students, researchers, trainees and teachers. These visa restrictions apply to people who were outside of the United States as of June 2020 and did not hold a valid visa as of June 2020. Therefore, if you are already in the U.S. with one of these visas, you are not subject to the restrictions.

For example, if you are in the U.S. on an H-1 visa as of June and your spouse is in Japan on an H-2 visa, he or she can enter the U.S. in the future and the husband is not restricted from staying or working in the U.S. He can also enter and leave the United States while his visa is still valid.
This is a visa restriction, not a restriction on the visa status of those who already have it. The expiration date of the status is listed on the "I-94". Within that period, it can be extended.

The restrictions on the green card have also been extended, but the application itself has not been suspended. If you are applying for a green card through employment, you may apply for an I-485, which allows you to legally stay, work, and enter and leave the U.S. until a work permit is issued and an official green card is issued. There appears to be no restriction on applying for permanent residency through investment (EB-5).
